Bids Invited for Delhi Metro Silver Line’s Chhatarpur Section

Delhi Metro Rail Corporation (DMRC) today invited tenders to construct the middle underground section of the Delhi Metro Phase 4’s new 23.622 km Silver Line which will connect Aerocity to Tughlakabad via 16 stations.

This 6.51 km section – part of Package DC-09 – connects Kishangarh Station’s east-end (chainage 5356.285) with a ramp (chainage 11867.000) west of Saket G Block Station, via 4 stations at Chhattarpur (interchange with Yellow Line), Chhattarpur Mandir, IGNOU and Neb Sarai.

This is Silver Line’s 3rd JICA-funded package and overall 4th (and final) civil package for which a tender notice has been published. Prior to this, elevated package DC-04 (Sangam Vihar – Saket G Block) was awarded to YFC Projects, while bidding is underway for underground package DC-08 (Aerocity – Kishangarh) and package DC-07 (Sangam Vihar – Sarita Vihar Depot)

Brief Scope: Design and Construction of Twin Tunnel (Up & Down Line) by Shield TBM, Cut and Cover Tunnel box, Underground Ramp and four Underground stations namely Chhattarpur, Chhattarpur Mandir, IGNOU and Neb Sarai with Entry/Exits & Connecting subways from chainage 5356.285 mtr. to 11867.000 mtr. of Aerocity to Tughlakabad Corridor of Phase-IV of Delhi MRTS.

  • Completion Period: 42 months
  • Pre-Bid Meeting: 20.05.2021 at 1100 hrs
  • Bid Submission End Date: 21.06.2021 at 1500 hrs
  • Technical Bid Opening Date: 22.06.2021 at 1500 hrs

DMRC had previously estimated this section to cost Rs. 1427.872 crore.

4 interesting callouts mentioned in the tender’s detailed scope and alignment document:

  1. DMRC requires the assigned contractor to use 5 tunnel boring machines (TBMs)
  2. A crossover will be built east of Kishangarh Station to allow trains to switch tracks
  3. Underground station box at Chhatarpur will come up just south of the existing Yellow Line’s elevated station (rail level at 24.59m)
  4. Ramp to/from DC-04 elevated section will be built inside Hauz Rani City Forest

With this development, now just 1 high value civil tender notice is pending for the Magenta Line’s 28.9 km Janakpuri West-R K Ashram extension.

Civil PackageStatus
Package DC-05: Derawal Nagar to RK Ashram, 7.46 km underground section with 6 stationsTender Notice Pending
Package DC-08: Aerocity to Kishangarh, 6.11 km underground section with 4 stationsBids Invited in April

Package DC-07: Sangam Vihar to Sarita Vihar Depot, 6.981 km underground section with 3 stationsBids Invited on Monday

DMRC in November updated Silver Line’s station count to 16 stations and in DC-08’s tender drawings indicated the Aerocity – IGI section is part of “Part of Phase IV contract”, so we might see a relatively low-value tender notice in the future for constructing tunnels and a station at IGI Terminal 1.

To stay away from Qutb Minar/Complex. It’s now far enough that ASI’s approval is not required.

Chhattarpur Temple station will also be beneficial for thousands of it’s devotees. Thank you DMRC. Vinay Sehgal, IGNOU, New Delhi.

How much time after the technical bid has been submitted and approved does the work start … is it immediate or more process is involved

Expecting ground work to start in Q2 2022.

Firms will submit technical & financial bids in one go. First technical bid is opened, then technical evaluation takes place, and then financial bids are opened for firms that qualify in technical round.

DMRC has all the ducks in a row as far as approvals go, so this process from technical opening to financial opening should take about 3-5 months. Award of contract and men/machinery mobilization will take a similar time.
