Rithwik Wins Mumbai Metro Line-5 Kasheli Depot’s Civil Contract

September 14, 2023 Update: MMRDA has awarded Rithwik Projects with Line-5 Depot’s Rs. 589.56 crore construction contract.

March 12, 2023 Original Post: Rithwik Projects on Thursday was declared as the lowest bidder for the civil construction of Mumbai Metro Orange Line (Line-5)’s Kasheli Depot (Package CA-151).

This metro train depot (car shed) by Mumbai Metropolitan Region Development Authority (MMRDA) is planned to be built on a 27.13 hectare land parcel (view on Google Maps) just south of Kasheli metro station under construction by Afcons Infrastructure.

Besides administrative buildings, it’ll consist of a 690m long test track, stabling shed (SBL) with 30 lines, workshop shed (WSL) area with 3 lines, and an inspection shed (IBL) area with 4 lines.

MMRDA had invited tenders for its construction in October 2022 with a Rs. 472.02 crore estimate and 36 month completion deadline. Technical bids were opened in January 2023 to reveal 4 bidders.

Financial Bid Values

FirmBid (Rs. Crore)

Brief Scope: Construction of Depot Infrastructures comprising Stabling Yard, Operation Control Centre and Administrative building, Maintenance and workshop buildings, Auxiliary substation, Finishing, Plumbing, Earthworks for land development, Compound wall, Road, Approach Bridge and Undeground Utility Duct Works, Drainage, Rain Water Harvesting, Staff Quarters etc. Complete Including Architectural Finishing works and PEB Works for Car Depot at Kasheli for Metro Line-5 of Mumbai Metro Rail Project of MMRDA

Depot’s layout – via MMRDA’s tender docs

Rithwik’s bid of Rs. 597.56 crore was 26.59% higher than MMRDA’s estimate of Rs. 472.02 crore, so I see this heading to the negotiation table for contract finalization.

As shared earlier, this site is surrounded by mangroves and the MMRDA is currently trying to appoint a consultant to help get approval for Forest Clearance. With these two impediments at play, there’s a long, long way to go before construction work starts.

If Negotiations are successful then the Cost may be reduce to a Range Between Rs520 Cr to 550 Cr. Considering the time, MMRDA just award the contract to Them to avoid Further delays. BTW any Updates for Mogarpada Depot of Line 4 and Uttan Depot Of Line 9 ?

Mogharpada – technical bid evaluation is still ongoing. Should be completed in the coming weeks. Will post results.

Uttan – no movement in the design / tendering front. Look for land acquisition coverage from the mainstream media.

This is indian style of working. Purposely built-in delay. All talk no work.

Strange how certain processes and their sequencing works in India. Depot’s tender notice came out prior to Consultant notice for seeking FC. Will indeed be strange if they issue civil LOA before FC.

    Hi,
Do we know scope of work in the tender?
Do they also have automation scope – Fire Alarm, Public Addressing, CCTV, Access and lighting control?

I don’t have detailed scope, but the items you mentioned are pretty standard and should be included in the interior E&M work section

As far depot works go? Typically the following systems are open: Pit Jack, Mobile Jack, Bogie Turn Table, Automatic Train Wash Plant, CNC Underfloor Wheel Lathe, Electric Shunter etc.
