5 Bidders for Kochi Metro Phase 2’s General Consultant Contract

5 firms have submitted bids for Kochi Metro Phase 2’s General Consultant (GC) contract after Kochi Metro Rail Ltd (KMRL) opened technical bids today.

This is a contract retender for Phase 2 which will feature a 11.2 km new elevated corridor, named Pink Line, with 11 stations connecting JLN Stadium – Kakkanad – Infopark (Smart City).

In the prior round, SYSTRA S.A. – SYSTRA MVA Consulting (India) Pvt. Ltd. JV was declared as the preferred bidder among 8 bidders in March 2023, but the tender was cancelled as SYSTRA’s bid was significantly higher – by 59% – than their original estimate.

KMRL shortly after re-invited bids and expects the assigned GC to be onboard for 1095 days (3 years).

Brief Scope: General Consultant (GC) for Phase- II Corridor from JLN Stadium to Infopark via Kakkanad of Kochi Metro Rail Project

Pink Line’s 11 stations will come up at Jawaharlal Nehru (JLN) Stadium (new station box next to Blue Line), Palarivattom Junction, Palarivattom Bypass, Chembumukku, Vazhakkala, Padamughal (formerly Kunnumpuram), Kakkanad Junction, Cochin SEZ (Special Economic Zone), Chittethukara, KINFRA (formerly Rajagiri), and InfoPark / Smart City (connected to Kochi Water Metro).

The GC’s appointment, like always, will be on the QCBS (Quality and Cost Based Selection) basis with a two stage (technical & financial score-based) process getting adopted for evaluating proposals. 

There’s been a lot of recent pre-construction activity for Phase 2. In the last 2 months, Egis Rail was declared as the lowest bidder for the station components’ DDC contract, while SYSTRA was declared as the lowest bidder for the Electrification system’s DDC contract.

    The evaluation is not QCBS. It is Least Cost Method after a technical prequalifying of 80%.
