SAIL Awarded Patna Metro New ISBT Depot’s Track Contract PT-7R
Steel Authority of India (SAIL) on Tuesday was awarded a Rs. 11.34 crore contract for manufacturing and supplying 1200 MT of Class A grade rails for Patna Metro’s New ISBT Depot by Delhi Metro Rail Corporation (DMRC).
The contract to SAIL for Package PT-7R comes with a 1 year deadline. Both this package and package PT-8R for ballasted tracks, awarded to S.C. Agarwal in November 2023, are dedicated towards track installation within New ISBT Depot.
New ISBT Depot of the 30.91 km Patna Metro Phase 1 project is currently under construction by Quality Buildcon through Package PC-02. It will be used to stable and maintain trains for both Line-1 (Danapur Cantonment – Khemni Chak) and Line-2 (Patna Junction Railway Station – New ISBT).
Package PT-7R is a retender of PT-7. That package received one bid from Jindal Steel & Power Ltd. (JSPL) in March 2021 with a value of Rs. 8.91 crore, which was substantially higher than DMRC’s estimate of Rs. 7.65 crore by 16.47%. Negotiations failed and the tender was subsequently cancelled in November 2021.
DMRC re-invited bids in August 2023 with a Rs. 9.07 crore estimate, and received two bids from SAIL and JSPL valued at Rs. 11.34 crore and 11.59 crore, respectively.
Brief Scope: Manufacturing and Supply of 1200 MT 90 UTS, UIC 60, 13 m, Class A 880 Grade Rails, IRS-T-12-2009 for New ISBT Patna Depot of Patna Metro Rail Project of PMRCL.

So in all of this retendering, DMRC ends up paying 2.5 crore more! Not to mention the two years wasted in the process. Is there any accountability at all?
