Gawar Wins Mumbai Metro Line 12’s Construction Contract CA-240

February 9, 2024 Original Post: Gawar Constructions Ltd. (GCL) was today declared as the lowest bidder for the civil construction work of Mumbai Metro’s Line-12 (Orange Line) which will connect Kalyan – Dombivali – Amandoot (Taloja) by Metropolitan Region Development Authority (MMRDA).

Mumbai Metro’s Line-12 with 19 elevated stations will be built as a 22.17 km long southern elevated extension of the partially under construction 23.53 km Line-5 (Thane – Bhiwandi – Kalyan) at an estimated cost of Rs 4,132 crore.

MMRDA had originally invited bids for its construction in February 2023 through 2 civil packages (CA-185 and CA-186), received 19 bids in May, and then cancelled the tendering process in June due to a significant change in scope.

They re-invited bids via Package CA-240 in December 2023 with a Rs. 1877.88 crore estimate and 30 month deadline. The contract’s scope now includes 2 additional stations named Kalyan and APMC Kalyan which were earlier planned to be built as part of Line-5.

Technical bids were opened in January 2024 to reveal 3 bidders. During evaluation, Welspun Enterprises Ltd. (WEL) was found technically non-compliant to the tender’s conditions and their bid was disqualified.

Gawar Construction’s bid of Rs. 2037.20 crore was 8.48% higher than MMRDA’s estimate of Rs. 1877.88 crore, which is marginal, so a contract should be awarded without negotiations. MMRDA is notorious for taking a long time to award contracts from the financial bid opening date, so this step can take anywhere from 3-6 months.

With this development, I expect basic ground work to begin after the monsoons end with full-fledged construction starting in Q4 (Oct – Dec) 2024.

I’ve never heard of Gawar Construction participating in metro projects’ construction so I suspect they’re in a joint-venture with another firm, possibly Rail Vikas Nigam Ltd. (RVNL) as a silent partner.

As shared in the past – when construction begins, Mumbai’s package CA-240 at 22.17 km will become the longest EPC package in India’s metro construction history. The current longest is Bangalore Metro Phase 2B’s 15 km Package 3 which is under construction by NCC.
