Mumbai Metro: CEG – KNR JV Wins Kanjurmarg Depot’s General Consultant Contract

April 1, 2024 Update: MMRDA has issued contract LOA to CEG – KNR for Mumbai Metro’s Kanjumarg Depot with a value of Rs. 20,42,36,199.00

February 26, 2024 Original Post: Consulting Engineers Group – Korea National Railway (CEG – KNR JV) earlier this month was declared as the preferred bidder for the General Consultant (GC) contract of Mumbai Metro Line-6‘s Kanjurmarg Depot.

Mumbai’s 15.18 km elevated Pink Line will connect Swami Samarth Nagar (Lokhandwala) – Vikhroli via 13 elevated stations. This consultancy contract (Package CA-208) will supervise construction of its train depot (carshed) at Kanjurmarg via Package CA-209 for which Sam India Builtwell was declared as the lowest bidder in early February.

Kanjurmarg Depot’s site along the Eastern Expressway Highway (EEH) will consist of 18 stabling lines, 3 inspection bays, 4 workshop bays, an 811m long test track, operations control centre (OCC), administrative buildings, and staff quarters.

MMRDA had invited bids for its GC in September 2023 and expects them to stay onboard for at least 30 months – the projected completion duration of the project.

Technical bids were opened in January 2024 to reveal 3 bidders – CEG – KRN JV, ILF Consulting Engineers and RITES. ILF’s bid was found technically non-compliant to the tender conditions and was disqualified.

This is a strange contract as a dedicated GC for depot works is unheard of in the metro space. The bidding process for GC contracts is typically conducted through the Quality and Cost Based System (QCBS) method, but I don’t believe a technical or financial score was assigned here.

Bidding is currently underway for Line-6’s systems contract (Package CA-232). Besides supplying rolling stock (18 trains of 6 coaches) and CBTC signaling, its scope also includes installation of depot machinery & plant (M&P) at Kanjurmarg Depot.
