Asis Elektronik Wins Bhopal & Indore Metros’ Automatic Fare Collection Contract

Turkey’s Asis Elektronik ve Bilişim Sistemleri A.Ş was today declared as the lowest bidder for the Automatic Fare Collection (AFC) contract (Package BHIN-07-01) of Indore Metro and Bhopal Metro’s Phase 1 projects.

This contract by Madhya Pradesh Metro Rail Corporation Ltd. (MPMRCL) will be executed on the PPP (public private partnership) model where the chosen contractor will be responsible for design, manufacture, supply, installation, testing & commissioning of the end-to-end Open loop EMV (RuPay/Master/Visa) NCMC card-based AFC system and QR code-based ticketing, with each device connected to a central back-office AFC system.

MPMRCL invited tenders for this contract in March 2022 with a 4 year deadline and Rs. 230 crore estimate. Technical bids were opened in February to reveal 3 bidders. Shellinfo – which recently won Chennai Metro Phase 2’s two AFC contracts AFA-03A & AFA-03B – was disqualified during evaluation.

Asis Elektronik’s bid of Rs. 186.52 crore was well below MPMRCL’s estimate of Rs. 230 crore, so a contract should be awarded in the coming weeks without a long financial bid evaluation period.

Asis in the past has won contracts for Pune Metro‘s Phase 1 in a consortium with HDFC Bank, Kochi Metro‘s Phase 1 in 2017 in a consortium with Axis Bank, and for Mumbai Metro’s Line-3 in January 2019 in a consortium with Kalindee Rail Nirman.

State Bank of India (SBI) in October 2022 was the only bidder for both Indore & Bhopal Metros’ AFC system’s financial banking contract. I haven’t heard of a contract getting awarded yet. If someone is aware of where that contract stands, then leave a comment below.
