Tata Awarded Mumbai Metro & Roads’ Consultant Contract CA-253

Tata Consulting Engineers (TCE) earlier this month was awarded a Rs. 19.80 crore consultant contract by Mumbai Metropolitan Region Development Authority (MMRDA) for upcoming transportation projects estimated to be worth Rs. 34,174 crore.

The scope of this contract (Package CA-253) includes peer reviewing existing feasibility study reports, detailed project reports (DPR), bid documents, and concurrent evaluation of new tenders related to upcoming Mumbai Metro lines, roads (expressways, bridges), and transportation (PRT & ropeway) projects.

Final Contract Value: Rs. 19,80,00,000 (excluding GST)

MMRDA had invited tenders for this consultancy service in March 2024 with a Rs. 18.65 crore estimate and 12 month contract deadline. Technical bids were opened on July 19 to reveal 3 bidders – RITES, TCE and SMEC, and financial bids were opened on July 22.

A. Engineering Division (Rs. 14,505 crore)

The scope of consultancy services for Engineering projects under this contract includes:

  • Reply to Pre- Bid Queries
  • Preparation of Addendum/ Corrigendum
  • Evaluation of Packet A (Qualification)
  • Evaluation of Packet B (Technical)
  • Evaluation of Packet C (Financial)
  • Recommendation for Awar

B. Mumbai Metro (Rs. 14,712 crore)

  • Mumbai Metro Line-2B: Electrical & Mechanical (E&M), Depot Machinery & Plant (M&P), and Electrification systems (see list of packages and status)
  • Mumbai Metro Line-4: Rolling Stock (RS), Signaling & Telecommunication (S&T), Platform Screen Doors (PSD), Depot Machinery & Plant (M&P), Electrification and Automatic Fare Collection (AFC) systems (see list of packages and status)

The scope of consultancy services for Metro projects under this contract includes:

  • Preparation of Addendum / Corrigendum
  • Evaluation of Packet A (Qualification)
  • Evaluation of Packet B (Technical)
  • Evaluation of Packet C (Financial)
  • Recommendation for Award

C. Transportation & Communications PPP (Rs. 1957 crore)

  • Automated Rapid Transit System / Personalized Transit System in Bandra Kurla Complex (BKC) on DBFOT mode
  • Ropeway Corridor between Mahavir Nagar Metro to Pagoda to Gorai Village on DBFOT mode

D. New Project (Rs. 3000 crore)

  • Thane Coastal Road Phase II

For categories C & D the scope includes:

  • Review the Feasibility/ Alignment
  • Suggest the alternative feasible alignments if any
  • Peer reviews the Cost Estimate prepared by the Consultant
  • Prepare the Estimates with the alternative routes if any
  • Preparation of the Tender document as per the FIDIC Yellow 1999 Edition on Design Build basis
  • To assist the employer for Inviting the Bid
  • Reply to Pre- Bid Queries
  • Preparation of Addendum/ Corrigendum
  • Evaluation of Packet A (Qualification)
  • Evaluation of Packet B (Technical)

    Lots of connectivity coming up in MMR, where it is very much needed. If all materialises ASAP then mumbai will be a much better place to live and travel in.

    When will the Metro Line 4 and Metro Line 6 be completed?? We have been waiting forever. Incomplete work has caused so much chaos. Very bad traffic jams, bad to worse roads. Someone should travel on JVLR towards Mulund from Powai through LBS Road Bottleneck on Gandhinagar junction is so bad that it takes 30 minutes to cross 500 meters, yes you read it right. It has become a nightmare. Also the Sonapur junction is the same. Very bad traffic
