AECOM-led JV Wins Thane Metro’s General Consultant Contract

A consortium of AECOM India Pvt. Ltd. – Egis Rail S.A. – Doyen Engineeering Services Pvt. Ltd. this Friday was declared as the preferred bidder for the General Consultant (GC) contract of 29 km Thane Metro project by Maharashtra Metro Rail Corporation Ltd. (Maha-Metro or MMRCL).

The AECOM-led consortium’s selection for GC Package Consul-01 was based on the Quality and Cost Based System (QCBS) method with 80% weightage on technical score and 20% on financial score. They scored the highest technical score of 90.46/100 among 3 contenders and also placed the lowest financial bid of Rs. 187.24 crore (100/100).

Thane Metro’s Package Consul-01 is the second significant contract, after Detailed Design Consultant contract DDC-01 (won by STUP), for this new mass transit system which is officially known as Thane Integral Ring Metro Project.

Maha-Metro had invited bids for Consul-01 in October 2024 with a contract duration of 48 months (4 years). Technical bids were opened in January to reveal 3 bidders.

Maha-Metro’s Brief Scope: Engagement of General Consultants for Thane Integral Ring Metro Project

When awarded, AECOM – Egis – Doyen JV’s scope will include assisting MahaMetro with Thane Metro’s design, supervision, safety, quality control and contract management.

This is Egis’ third major win in the past couple months after similar general consultancy contracts for Pune Metro Phase 2 and Patna Metro’s Phase 1 where they were the lead partner in a consortium with other firms.

Thane Metro will loop around Thane city and comprise of a 26 km elevated route with 20 stations and a 3 km underground twin tunnel section with 2 underground stations. The line will have passenger interchange facilities to Mumbai Metro’s 32.32 km Line-4 (Green Line), 24.9 km Line-5 (Orange Line), and the Central Railways’ Thane Station.

Back in April, MahaMetro received 3 bids for Kasarvadavali Depot’s Detailed Design Consultant (DDC) contract from Enia Design, Meinhardt and SYSTRA MVA Consulting. Technical bid evaluation is currently underway with financial bids expected to open in June, so stay tuned!
