4 Bidders for Mumbai Metro Line-2B’s Balance Civil Work
Mumbai Metropolitan Region Development Authority (MMRDA) today opened technical bids for completing pending (balance) construction work on two packages of Mumbai Metro’s 23.6 km Line-2B (Yellow Line) to reveal that 4 firms had submitted a total of 7 bids on October 16.
MMRDA had reinvited bids for Line-2B’s construction in August 2020 right after canceling the last round of re-bidding which saw 8 firms participate when the technical bids were opened in July. Prior to that, two contracts issued to Simplex Infrastructures and RCC Infra Ventures Ltd. – MBZ JV were terminated in January 2020 due to poor progress on key performance indicators.

Scope: Part design and Construction of (Balance Works of Package CA04R) Elevated Viaduct and 10 Elevated Stations viz. ESIC Nagar, Prem Nagar, Indra Nagar, Nanawati Hospital, Khira Nagar, Saraswat Nagar, National College, Bandra, Income Tax Office & ILFS [excluding Architectural Finishing & Pre-Engineered Steel Roof Structure of Stations] from Chainage 34035.873m to Chainage 46860.384 OF Line2B [DN. Nagar – Mandale] of Mumbai Metro Rail Project of MMRDA
- Estimated Cost: Rs 1167.65 crore
- Completion Period: 30 months
- Prior Contractor: Simplex Infrastructures (lowest bidder in November 2017)

Barve Marg, Kurla East, EEH & Chembur [Excluding Architectural Finishing & Pre-Engineered Steel Roof Structure of Stations] from Chainage 46860.384 to Chainage 52729.312 of Line 2B [D.N. Nagar – Mandale] of Mumbai Metro Rail Project of MMRDA
• Estimated Cost: Rs 568.55 crore
• Completion Period: 30 months
• Prior Contractor: RCC Infra Ventures Ltd. – MBZ JV (lowest bidder in February 2018)

- Larsen & Toubro Ltd. (L&T)
- NCC Ltd.
The bids have now been sent for technical evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder for each package and most likely contractors.
Earlier this month, Ahluwalia Contracts emerged as the lowest bidder for constructing Mandale Depot for stabling the line’s BEML rolling stock. Their bid was Rs. 78.53 crores (roughly 17%) higher than MMRDA’s estimate, and it still remains to be seen if the MMRDA will (1) award as-is, (2) reduce the scope of work and negotiate to bring the final contract value down, or (3) totally scrap the bidding process and invite tenders again.
Line-2B has gone through several rounds of rebidding over the past 3 years, and with recent developments – I see parts of it opening up not anytime prior to 2024.

I wonder what happen to the tender of 3 iconic Bridges. Why they didn’t float the tender for that?

Brief scope makes no mention it. Not sure if the detailed scope does. We’ll have to wait and watch…
Since this is a retender of a retender, I think the L1 bidding amount is going to be much larger that their estimate value.
When government changes its a usual practise of retendering the project to earn quick bucks and cover the election cost.
Not in this case. The Previous contractor was working with glacial speed so it was imperative for the newly elected govt to fire this contractor and hire a new one. Only thing they did bad that they messed up the re-tendering process.
