MMRDA Reinvites Bids for Mumbai Metro Line-2B’s Balance Work

Mumbai Metropolitan Region Development Authority (MMRDA) on Saturday reinvited bids from construction firms for completing the remaining (balance) work on two civil packages of Mumbai Metro’s 23.6 km Line-2B (Yellow Line) which’ll connect D.N. Nagar with Mandale through 22 stations.

This is overall at least the fourth time bids have been invited for its construction (first, second, third), and the second time bids have been invited after the original contracts awarded in 2017-end to Simplex Infrastructures and RCC Infra Ventures Ltd. – MBZ JV were terminated in January 2020 due to poor progress on key performance indicators.

MMRDA then invited bids for the remaining work in February, opened technical bids in July to reveal that 5 bidders had placed a total of 8 bids for these two packages, and then abruptly canceled the tendering process earlier this month without offering a reason.

Nagar – Mandale] of Mumbai Metro Rail Project of MMRDA

• Estimated Cost: Rs 1167.65 crore
• Completion Period: 30 months
• Pre-bid Meeting: 10.09.2020 at 11:00 hours
• Date & Time of Submission: 16.10.2020 upto 18:00 hours
• Date & Time of Opening Technical Bids: 19.10.2020 at 11:00 hours
• Prior Contractor: Simplex Infrastructures (lowest bidder in November 2017)

Package: L2B-C102: Part design and Construction of (Balance Works of Package CA06) Elevated Viaduct and 5 Elevated Stations viz. MTNL Metro, S.G. Barve Marg, Kurla East, EEH & Chembur [Excluding Architectural Finishing & Pre-Engineered Steel Roof Structure of Stations] from Chainage 46860.384 to Chainage 52729.312 of Line 2B [D.N. Nagar – Mandale] of Mumbai Metro Rail Project of MMRDA

• Estimated Cost: Rs 568.55 crore
• Completion Period: 30 months
• Pre-bid Meeting: 10.09.2020 at 11:00 hours
• Date & Time of Submission: 16.10.2020 upto 18:00 hours
• Date & Time of Opening Technical Bids: 19.10.2020 at 11:00 hours
• Prior Contractor: RCC Infra Ventures Ltd. – MBZ JV (lowest bidder in February 2018)

Per Mumbai 2.0 on Twitter, which is somehow related to MMRDA, the last round of bidding was cancelled “due to increase in original works scope and inclusion of three iconic bridges works“, but the brief the scope of these 2 new packages highlighted above doesn’t seem to include the construction of the 3 iconic bridges at BKC Entry, Vakola Nalla Crossing and Mithi River Crossing (its tender process was also canceled).

With the supposed increase in scope and cost escalation due to delays, the estimated costs of both packages have increased from Rs 1058.71 crore to Rs 1167.65 crore for L2B-C101, and from Rs 474.52 crore to Rs 568.55 crore for L2B-C102.

Will the MMRDA finally be able to assign an able contractor in this fourth round? We shall find out later this year.

    Metro line 2 B goes through the posh Bandra West area. No wonder celebrities who don’t want the metro there like Javed Akhtar have been pushing for it to get it cancelled completely. Despite this line getting started work in 2018, giving contract to weak players like Simplex and RCC MB who did just 4% work in 2 yrs😚,total 3 years since then now have been wasted till date. Now if the bidder is selected in October 2020,work will only start in Jan 2021 and will take another 3 full years to be completed. Sad. How the state govt and MMRDA have delayed this on purpose just to keep the lobby happy over public’s convenience. Cost increased to be taken from public funds. Shameful.

      Yeah U r right, but I think that the Chembur to Mandala Section of the Yellow Line may inaugurate at 2022 if the Mandala Depot will get ready on Time. They can operate the Yellow Line as a two independent line just like Delhi Metro Pink Line.

      The reason why Delhi got metro and Mumbai doesn’t is because Delhi doesn’t have meddling celebrities connected to power corridors. Unelected busybodies dictating public policy are a big nightmare for people and govt alike.
