STEC Awarded Delhi – Meerut RRTS Package 4’s Contract

Multiple industry sources have confirmed to me that Shanghai Tunnel Engineering Co. Ltd. (STEC) was late-last week finally awarded a Rs. 1126.89 crore contract to build the 5.6 km New Ashok Nagar – Sahibabad underground Package 4 of the 82.15 km Delhi – Meerut RRTS project.

Update: Contract to STEC was awarded on December 9, 2020.

This underground package’s twin tunnels, mostly within Delhi, will be built using at least 4 tunnel boring machines (TBMs) and connect the New Ashok Nagar Down Ramp with the Sahibabad UP Ramp through one station at Anand Vihar where the line will be connected to the Delhi Metro’s Blue and Pink lines for easy transfers.

National Capital Region Transport Corporation (NCRTC) had invited tenders for this package on November 11, 2019 and technical bids were opened on March 16 to reveal 5 bidders.

Financial bids were opened on June 12 to reveal STEC as the lowest bidder amidst the India – China border conflict which reached its apex on June 15. This put NCRTC and the Indian government between a rock and a hard place as STEC had qualified in the technical bidding stage.

Although the Government of India had amended its bidding policy for public projects in mid-July, the bidding process for Package 4 couldn’t be scrapped for retendering as it had followed the chief lender, Asian Development Bank (ADB)’s, procurement guidelines.

      Timing matters my friend. NCRTC would risk getting blacklisted from ADB if they go back on the terms of loan agreement. It is what it is.

        Exactly. Canceling the process would have resulted in ADB possibly pulling out, leading to the entire project being put on-hold.

    I am glad that the govt bit the bullet and went ahead with contract awarding. Self-reliance and preventing Chinese companies from capturing market is a good exercise but one should be pragmatic and should not be cutting off nose to spite the face.

    Ofcourse L&T would not mind losing this after getting two back-to-back mega contracts 😉
