November 23, 2021 Update: Afcons Infrastructure is lowest bidder (L1) for DC-07’s contract – see details.

August 18, 2021 Original Post: 6 construction firms / consortia have submitted bids to build Package DC07 of the 23.622 km Silver Line after the Delhi Metro Rail Corporation (DMRC) today opened technical bids.

This 6.981 km section on the eastern side of the Silver Line will connect Sangam Vihar Station’s east-end and Sarita Vihar Depot via 3 stations at Maa Anandmayee Marg, Tughlakabad Railway Colony, and Tughlakabad where it will form an interchange with the Violet Line’s station built in Phase 2.

Financed by JICA, DMRC invited tenders for this tunneling contract in May 2021 with a 42 month deadline and an unknown estimate. They had previously estimated it to cost Rs. 1365.51 crore, but that was up to only Tughlakabad Station. The package’s scope now includes tunnels all the way up to the existing Sarita Vihar Depot, which will be augmented to stable and maintain the Silver Line’s train-sets.

Bidders:

  • Afcons Infrastructure
  • Gulermak Agir Sanayi Insaat ve Taahhut A.S.
  • HCC – JMC JV
  • ITD Cementation
  • Larsen & Toubro (L&T)
  • Shanghai Tunnel Engineering Co (STEC)

Brief Scope: Design and Construction of Underground UP & Down Tunnels by Shield TBM from end of Cut & Cover tunnel near Sangam Vihar metro Station up to existing Sarita Vihar depot, Underground Ramp and Cut & Cover Tunnels near Sangam Vihar and Tughlakabad metro station and Underground Metro Stations at Maa Anandmayee Marg, Tughlakabad Railway Colony and Tughlakabad including Retrieval/Launching shafts on Aerocity Tughlakabad corridor of Delhi MRTS Project of Ph-IV

The bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor.

DC-07’s design details such as crossover locations and TBM launching shafts can be viewed here.

With this development, technical bid opening for just 2 more high-value civil tenders of Phase 4 are pending: 1 for the Silver Line and 1 for the Magenta Line’s 28.9 km Janakpuri West-R K Ashram extension:

Do you expect STEC to be disqualified in technical evaluation given the criticism govt had to face the last time they were awarded a contract.

Things have cooled down since Galwan, but you never know how this is going to play out. I wouldn’t be surprised if they’re disqualified on a random parameter.

Actually new Minstry of finance circular has given then leeway. The companies from country sharing borders with India have to show security clearance from appropriate authority before getting LoA. I am not sure if they have already acquired the permissions.

When can we expect the first phase 4 operational line and which one will it be? Most likely not before 2024. Is it?
