Chennai Metro Phase 2: L&T, KEC & BEL Bid for Telecom Contract

3 firms have submitted bids to commission Chennai Metro line 3 and 5’s telecommunications system (Package ASA08) after Chennai Metro Rail Ltd (CMRL) opened technical bids on Thursday.

Both these under construction lines of 116.1 km Chennai Metro Phase 2 project will run in a north-south orientation to connect Madhavaram – SIPCOT (45.4 km Line-3) and Madhavaram – Sholinganallur (44.6 km Line-5) with a mix of elevated & underground stations.

This telecom system contracts deal with the northern portion of each line: Line-3’s 35 km Madhavaram Milk Colony – Sholinganallur section, Line-5’s 20 km Madhavaram Milk Colony – Koyambedu section, and their common Madhavaram Depot.

CMRL had invited tenders for this contract in October 2021 with an unknown estimate and 1727 day (4.73 year) completion deadline.

Bidders

  • Bharat Electronics Ltd. (BEL)
  • KEC International Ltd.
  • L&T Technology Services Ltd. (LTTS)

CMRL’s Brief Scope: Design Manufacture Supply Installation Testing and Commissioning of Telecommunication System for Corridor 3 (Madhavaram Milk Colony to Sholinganallur) and Corridor 5 (Madhavaram Milk Colony to Koyambedu Metro) of CMRL Phase II, including Depot at Madhavaram

The bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor.

Back in April, Larsen & Toubro was awarded Chennai Metro Line-4’s Telecom Contract ASA-05. That mostly elevated line will be the first of Phase 2’s 3 lines to get commissioned.

CMRL is chipping away at system contracts for lines 3 & 5, and the one I’m most closely tracking is for its 210 coach contract (Package ARE-02). The current bid opening date is November 2, so stay tuned! A re-tender notice is still pending for leasing 126 coaches. The original tender was cancelled in December 2021 after CMRL received a poor response from rolling stock manufacturers.
