3 Bidders for Thane Metro’s General Consultant Contract
Three firms have submitted bids for the General Consultant (GC) contract of the 29 km Thane Metro project after Maharashtra Metro Rail Corporation Ltd. (Maha-Metro or MMRCL) opened technical bids today afternoon.
Thane Metro’s Package Consul-01 is the second significant contract, after Detailed Design Consultant contract DDC-01 (won by STUP), for this new mass transit system which is officially known as Thane Integral Ring Metro Project.
Maha-Metro had invited bids for Consul-01 in October 2024 with a 48 month (4 year) contract duration. The consultant’s scope will include assisting MahaMetro with design, supervision, safety, quality control and contract management.

Maha-Metro’s Brief Scope: Engagement of General Consultants for Thane Integral Ring Metro Project
All 3 bids have now been sent for technical evaluation which can take a couple months to complete.
The GC’s appointment, like always, will be on the QCBS (Quality and Cost Based Selection) basis with a two stage (technical & financial score-based) process getting adopted for evaluating proposals.
Thane Metro will loop around Thane city and comprise of a 26 km elevated route with 20 stations and a 3 km underground twin tunnel section with 2 underground stations. The line will have passenger interchange facilities to Mumbai Metro’s 32.32 km Line-4 (Green Line), 24.9 km Line-5 (Orange Line), and the Central Railways’ Thane Station.
As shared in the past – this isn’t Maha-Metro’s first rodeo in appointing Thane Metro’s General Consultant. Back in July 2020, AECOM – SYSTRA – CEG JV emerged as the only bidder for a mega contract which also included Nagpur Metro Phase 2 and Pune Metro Phase 2, but GC services for Thane Metro were de-scoped due to pending approvals.
