Titagarh Wins Mumbai Metro Line-6’s 108 Coach & Signaling Contract CA-232

Titagarh Rail Systems this week was declared as the lowest bidder to supply five major critical systems for Mumbai Metro’s 15.18 km Line-6 (Pink Line) by Mumbai Metropolitan Region Development Authority (MMRDA), per my reliable sources.

These systems under Package CA-232 include rolling stock (18 trains with 6 coaches each), CBTC signaling & train control (S&TC), telecommunication, platform screen doors (PSDs), and machinery & plant (M&P) for Kanjurmarg Depot. These systems are collectively referred as RSTPD.

Titagarh’s partners for signaling and relatively smaller-value components remain unknown to me. That’s something we’ll know in due course if and when a contract is awarded.

The city’s new Line-6 will connect Swami Samarth Nagar (Lokhandwala) – Vikhroli via 13 elevated stations. It’s been under construction by J Kumar Infraprojects (Packages BC-01R1 & BC-03) and MBZ – EIIL JV (Package BC-02R) since 2019.

MMRDA had originally invited bids for this contract in June 2023, cancelled it in October, and then re-invited bids in February 2024 with a Rs. 2064.63 crore estimate.

MMRDA saw participation from 3 firms out of which only 2 qualified through the technical round and onto the financial bid opening stage. I’ll add an update here when more details including bid values are available.

New Development Bank (NDB) will fund the design and build component of this contract spanning 104 weeks (2 years) through a $241 million loan approved in 2020. MMRDA will fund the comprehensive maintenance component of 17 years which includes 2 years of Defects Liability Maintenance Period (DLP).

Titagarh’s bid value remains unknown, so I can’t provide an assessment on how their bid is placed and the chances of getting a contract awarded.

If awarded, Mumbai’s new trains will be part of Titagarh’s 4th major order in India after Pune Metro’s 102 coach rolling stock contract signed in August 2019, Ahmedabad Metro’s 30 coach contract awarded in August 2023, and Surat Metro’s 72 coach contract awarded in June 2023. In addition, Titagarh is also assembling 204 coaches through a tie-up with CRRC in 2022 for Bangalore Metro’s rolling stock contract 4RS-DM.

Line-6’s rolling stock was earlier to be procured under Package CA-130 / MRS 3 with a 3 year design & build deadline, while its signaling & train control, telecommunication and platform screen doors systems were to be procured under Package CA-132.

Per package CA-232’s schedule, which I hear has been revised slightly via addendums issued by MMRDA, Line-6’s prototype train was to be delivered at week 52 (1 year) after contract signing. The rest 17 trains had to be delivered, tested on ATO mode and ready for commercial operations at week 104 (2 years from signing).

Those aggressive timelines have been relaxed as I envisioned in February 2024 looking at the supply of trains from recent contracts for Agra & Kanpur and Bhopal & Indore metros.

With the way things are going, I don’t see commercial operations on Line-6 starting before mid-2027. Back in February, IRCON was declared as the lowest bidder for Package CA-233 which includes commissioning the line’s power supply & traction system, electrical & mechanical (E&M) system, lifts and escalators at its 13 elevated stations. I don’t believe IRCON has received a LOA yet.

    Line 6 , rolling dgock order placed now. Staring at mid 2027.is too late.

      The contract isn’t signed yet, given the way mmrda works, the contract will be awarded in like may/June 2025.

      But let us assume they have learnt and actually give LoA in April, the first train will still be delivered only by july-September 2026 at the earliest. But the way banglore metros supply is going thar is on the very optimistic side.

      Then trials and testing will start but they need atleast like 8-10 trains to start operations which will again be like mid 2027 at the earliest if all actually goes well.

    Multiple Pier Cage are up in manpada, sonarpada, NekniPada but they’re not casting the piers.

    Congratulations TRSL They will deliver Quality Work for sure. They have now set up dedicated Metro Coach production line from January 2025 this will ensure rampup of production capacity and on time deliveries.
