Rahee Awarded Mumbai Metro Line-9’s Track Work Contract CA-167

Back in March, Rahee Infratech was awarded a Rs. 77.85 crore (exclusive GST) contract to supply and install ballastless tracks on Mumbai Metro’s 11.38 km Line-9 which will connect Dahisar East and Mira Bhayandar through 8 elevated stations.

Standard gauge tracks under Package CA-167 will be installed by Rahee at the northern leg of the city’s new 31.05 km Red Line which will eventually connect Mira Bhayandar – Dahisar East – Andheri East – CSMIA Terminal 2 through 23 stations.

This elevated section is under construction by J Kumar Infraprojects via civil Package CA-48 since March 2020. The first U-girder to form Line-9’s viaduct, which includes several double-decker sections, was launched in April 2021.

Mumbai Metropolitan Region Development Authority (MMRDA) had invited bids for the line’s track-work contract in April 2023 with a 1.5 year installation deadline.

Technical bids were opened in May 2023 to reveal 5 bidders: Apurvakriti Infrastructure, ITD Cementation India, Paras Railtech, Rahee Infratech and Texmaco Rail and Engineering. During evaluation, Apurvakriti’s bid was found non-compliant to the tender conditions and got disqualified.

Financial bids were opened in September 2023 (view bid values) to reveal Rahee Infratech as the lowest bidder at 77.85 crore + GST.

This is just another one of those contracts where MMRDA has taken an obnoxious amount of time to issue a letter of acceptance (LOA) after opening financial bids.

Technical bid evaluation is currently underway for Line-9’s 25 kV AC overhead electrification contract CA-176. MMRDA had received 4 bids for it in December 2023.

The bid submission deadline for 2 key contracts were recently rescheduled, most likely due to the Lok Sabha election’s model code of conduct:

  • Package CA-207: Line-9 Dongri Depot’s civil construction (see details) – now opening on May 24
  • Package CA-245: Line-9’s Platform Screen Doors, Electrical & Mechanical works, Lifts & Escalators, Catenary Maintenance Vehicle – now opening on April 29

    6 months for evaluating a 77 crore contact is obnoxious indeed. MMRDA needs to fire its general consultant and get whoever is doing the job for UPMRC.
