MMRDA Invites Bids for Mumbai Metro’s Line-2B and Line-4

This is big. The Mumbai Metropolitan Region Development Authority (MMRDA) in one go has invited bids from civil infrastructure companies for the construction of 10 civil packages of Mumbai Metro’s new 23.5 km Line-2B (DN Nagar – Bandra – Mandale) and 32.32 km Line-4 (Wadala – Ghatkopar – Mulund – Thane – Kasarvadavali).

This notice inviting tenders comes barely 2 weeks after the country’s Prime Minister unveiled the foundation stone for both elevated lines in the city and very well demonstrates the seriousness in the state government’s plan to improve the city’s transportation.

Unlike Line-3, the MMRDA will execute both lines and hasn’t released their DPRs or a map displaying the exact locations of all stations. However, a rough location of all stations can be viewed here for Line-2 and here for Line-4.

Both lines will meet somewhere near the intersection of SG Barve Marg and Eastern Express Highway in Chembur and at this time, it isn’t known which package the interchange station will be a part of. There’s a possibility of Line-4’s ‘Suman Nagar’ station and Line-2’s ‘EEH’ station being constructed adjacent to each other and linked up via a FOB to allow users to interchange. If that turns out to be correct, then I expect the stations to have one common name by the time they open up for operations.

The MMRDA requires the contractors to complete all packages but CA-13, which has been given 30 months, in only 26 months. Tender documents for all packages will go on sale on January 9, 2017. The last date for submitting bidding documents is 6 pm on March 10, 2017 and if no delays arise due to the bidders requesting for design clarity or more time to prepare, then the bids will be opened & evaluated for eligibility on March 14 at 11 am.

Both of these lines seem to be roughly following the same bidding timeline of Line-2A and Line-7’s 5 civil packages for which the DMRC and MMRDA invited bids in December 2015 & January 2016. Financial bids were opened in Q2 (April & May) to reveal the lowest bidders, and ground-work began right after the monsoons ended in September. If no bidding or financial issues arise, then by the end of this year Mumbai will have about 124.42 km of metro lines under construction all over the city – see a list of all lines.

      Yup! Last month, BMRCL invited bids for 5 but over a matter of 3 weeks – see 1st and last. The 40 or so main packages of Delhi’s PH3 were spaced out over 2 years.

    Is it normal to release the packages for bidding without having a DPR in place? Or will it be prepared after the tenders are issued? I think DPRs area a “must” before the initiation of the tendering process. If that is a case why it is not followed by Delhi Metro? Doesn’t DPR add value to the bidding process?

      Hi, the DPRs for both lines have been finalized and approved by the MMRDA and State Govt, but just haven’t been made available to the public which I think is quite unfortunate.

    Curious for Line 3; why is the route not connecting IIT Mumbai. Seems like a logical expansion and connect it to Line 4.

      That would have been nice, but they prefer building a new east-west line(#6). If I had it my way, I’d split the line at SEEPZ with one branch going east towards Aarey & Powai, and the other west towards Lokhandwala

    Hii. I’m a 4th year architecture student from Mumbai . I have always been very interested in the govt. infrastructural projects like bridges, road construction, metros etc. I wanted to ask you how can an architect participate in such projects specially in India where engineers are given more priority in terms of everything than architects. Also I always wished to participate in such large scale projects, but never got an opportunity to become a part of it in any way. I know it’s too much to ask for but is there any way you could help me with it or maybe just suggest few manner in which I could be handy and helpful.

    The elevated Versova – Ghatkopar Line 1, although a boon for passengers, has created a lot of inconvenience for people residing or having shops near the station areas.
    Noise and smoke from the vehicles passing below the stations has made life miserable for people who reside or work on the arterial road. Real estate and business have seen a sharp decline, wherever the elevated metro stations were built.
    Considering all this the Government had pledged to make future metros underground. Even the feasibility study conducted by RITES had suggested an underground corridor for Metro Line 2.
    But all of a sudden they changed plans and opted for an elevated corridor.
    Have they conducted any fair public hearings or bothered to take opinions of the people affected by the elevated corridor & stations after the change in plans.

      I would think its quite the alternate situation.I work with one of the leading international property consultants and have seen the change in the perception of Andheri East as a micro market.
      Today, it is one of the most robust real estate markets when it comes to commercial properties (i.e. office space). Further, even on the residential front, the connectivity used to be a nightmare earlier. With the metro line, this concern is addressed to quite an extent.
      Further, I would think that noise and smoke both would have definitely come down due to the metro. Imagine if all people using the metro were to be on the road – think of the incremental no of vehicles and the noise and smoke caused then!

      What needs to be done is better maintenance and regulation of the roads below and ensuring it is free from unlicensed hawkers and illegal parking. This small step would itself make a key difference!
