3 Bidders for Chennai Metro Line-5’s Southern Section

3 firms / consortia have submitted bids to construct the 11.61 km Puzhuthivakkam – Sholinganallur section of Chennai Metro’s 47 km Line-5 after Chennai Metro Rail Limited (CMRL) opened technical bids today for Package C5-ECV-03.

This elevated section (Package C5-ECV-03) with 11 stations is at the extreme southern end of Line-5 which will connect Madhavaram and Sholinganallur through 48 stations in the 118.9 km Chennai Metro Phase 2 project.

CMRL invited tenders for its construction in November 2020 with an undisclosed estimate and 36 month deadline.

Bidders:

  • Hindustan Construction Company Ltd. – KEC International (HCC-KEC) JV

  • NCC Ltd.

The bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor for its construction.

Back in 2020 – both elevated packages of Line-4 (C4-ECV-01 & C4-ECV-02) also saw the same 3 firms participating in its bidding process. ECV-01 was awarded to Larsen & Toubro and ECV-02 to HCC-KEC in May 2021.

ECV-01 consists of a 4.2 km double-decker integrated section with Line-5, making C5-ECV-03 Line-5’s second package where technical bids have been opened so far.

With today’s development, here’s a status of all civil packages on Line-5 (north to south) – note that technical bids for the rest are currently planned to open in July:

4 tenders are stuck in technical bid evaluation – 2 civil and 2 electrical.

I believe funding is an issue and they’re unable to proceed to the financial bid opening stage.

Hey TMRG , Got any idea why only a particular set of companies that too pretty few are showing interest and not many companies are coming forward for the civil contracts of chennai metro phase-2 ?!

Hi, some potential reasons ordered from most likely to least likely:

      1. Firms do not see any money being made for the effort being put in
      2. Firms do not want to work with CMRL (few got into legal battles in Phase 1)
      3. Firms do not feel comfortable working in Chennai. Each firm has a hunting ground with established / dependable subcontractors (eg. J Kumar in Mumbai, Ranjit Buildcon in Gujarat etc.)

Chennai metro to be connected with Tambaram. Then only it is easier for south suburban commuters and also Chennai metro income will increase.
