5 Bidders for Delhi Metro Phase 4’s 288 Coach Contract
5 train manufacturers have submitted bids to supply 288 coaches (48 trains) for Delhi Metro Phase 4’s Package RS17 after Delhi Metro Rail Corporation (DMRC) today opened technical bids.
DMRC had invited tenders to procure these train cars in June 2021 with a 236 weeks (4.5 years) delivery completion period. Their procurement is being financed by the Japan International Cooperation Agency (JICA) through a Rs. 8,390 crore loan.
The contract consists of two parts:
- 90 coaches (15 x 6 coaches) for the Pink Line’s 12.558 km extension (Mukundpur – Maujpur) and 144 coaches (24 x 6 coaches) for the Magenta Line’s 28.92 km extension (Janakpuri West – RK Ashram)
- 54 coaches (9 x 6 coaches) for the 23.622 km new Silver Line (Aerocity – Tughlakabad)

Phase 4’s new trains must be 3.2 m wide, lightweight, made of stainless steel, and compliant with standard gauge track system. They must also be suitable for communications-based train control (CBTC) signaling for Unattended Train Operations (UTO) conforming to Grade of Automation level 4.
Trains will be stabled at the following maintenance depots:
- Line-7 (Pink Line): Mukundpur (existing) and Vinod Nagar (existing)
- Line-8 (Magenta Line): Kalindi Kunj (existing) and Mukundpur (future)
- Line-10 (Silver Line): Sarita Vihar (future)

JSC Metrowagonmash is a surprise entry from Russia, while the rest 4 are regular bidders for Indian rolling stock contracts.
All 5 bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely supplier.
I wrote about this tender back in December 2020 and at that time, DMRC and JICA had estimated this contract to cost Rs 3567.11 crore.
As shared earlier, to support the government’s Aatmanirbhar Bharat (Make in India) initiative, DMRC had added a clause that a maximum of 72 coaches (12 trains) can be manufactured in an off-shore factory outside of India. To comply with the bid conditions, the contractor must establish facilities locally either independently or with an Indian partner.
The 349 km Delhi Metro network currently has 2294 coaches in its fleet, and the number will reach 2582 after Phase 4’s RS17 order is fulfilled by the end of 2028. A full recap of all 17 rolling stock contracts can viewed here.

BEML or else Titagarh Wagons should win the contract, we should be vocal or local. BEML & Titagarh Wagons are Indian Companies. Also it is relief that DMRC disqualified CRRC, BMRC(Namma Metro) is suffering the consequences of trusting CRRC.

The quality of BEML is not good. They make significant noises. You name any moving part. Be it wheels, brakes, and air conditioners.
Never heard of JSC Metrowagonmash. Does JSC Metrowagonmash have any kind of tie up with local rail maker ????

JSC Metrowagonmash is a rolling stock supplier for Moscow metro.

Metrowagonmash JSC is a part of TMH, they produce those new trains for Moscow Metro.
It’s a big company part of Transmashholding (TMH). The Russians are doing some fantastic work in Railway sector for the past 10 years. It’s a shame that Indian Railways & India have not done any kind of significant partnership/joint program or deal with them. If you have time check out thier modern Rolling Stocks, they are good.
Why Hyundai Rotem doesnt showed in this Bidding or with BEML. Is DMRC still put Hyundai Rotem in Blacklist?
And for JSC Metrowagonmash it might be Tricky. Even though they will find out as Lowest Bidder by chance. It might be difficult for DMRC to award them due to ongoing Situation Between Russia and Ukraine. What’s your Opinion TMRG, it will be safe if DMRC award the contract to JSC?
BEML is now able to bid for Rolling Stock contracts with Make in India clause thanks to their Tie-Up with Hitachi for Traction sub-systems. HRC may not have bid because of stringent Make-in-India clause.
It’s too early in the tendering process to worry about that conflict’s fall-out
I seriously doubt the conflict will escalate to anything serious, big politicians are just being big politicians. Shouldn’t affect tenders in India – that’s for sure.
Frankly India should not worry about the conflict. You know the EU/NATO/US is doing contract with Rus/China left & right. Only our country gets stuck in this moral dilemma when it shouldn’t be the case. More & more contract of NA rolling stock are going to China & also in Europe.
Frankly having a country with an extensive rolling stock experience like Russia is good for India. And for one we need to differentiate between business & moral high ground just like the aforementioned countries do. You should check out RailwayGazette or RailJournal website to see the hypocrisy of West. Germany is literally helping Russian rail industry.
Beml to team up With Melco as it is similar to rs10 trainset would be probably the Winner
Bombardier is Alstom and can manufacture in Savli or Chennai but in 1676 mm
Titagarh has no 25kv metro design in service on India
JSC Metrowagonmash is a Russian company which has also bid for privatisation of BEML along with infra company Megha Engg. These are seriously interested to enter rail business in India

Why don’t Siemens Mobility bid for any rolling stock contract in India? Siemens Mobility is a well known manufacturer of rolling stock in all segments.
