Paras Wins Delhi Metro Golden Line’s Track Work Contract DT-10R

Paras Railtech has been declared as the lowest bidder to install ballastless standard gauge tracks on Delhi Metro’s 23.622 km Golden Line (Line-10) by the Delhi Metro Rail Corporation (DMRC).

Delhi’s new Golden Line will connect Aerocity – Tughlakabad via 16 stations. Its civil construction in the 112.32 km Delhi Metro Phase 4 project is currently underway via 3 underground packages (DC-07 by Afcons Infrastructure, DC-08 by J Kumar Infraprojects & DC-09 by Larsen & Toubro) and 1 elevated package DC-04 by YFC Projects.

DMRC plans to operate 13 train-sets of 6 coaches from Alstom Transport on the Golden Line’s tracks – see train design.

DMRC had originally invited bids for track work Package DC-10 in July 2023, but abruptly cancelled it in August without offering a reason. Bids were re-invited in September 2024 under DT-10R with a 1080 day deadline (2.95 years) and an unknown estimate.

Technical bids were opened in December 2024 to reveal 4 bidders, and during evaluation the bid submitted by Apurvakriti Infrastrucutre was found technically non-compliant and was disqualified. Financial bids of the rest were opened in February-end to reveal Paras as the lowest bidder.

This contract will be financed by the Japan International Cooperation Agency (JICA). DMRC’s estimate remains unknown to me, so I can’t provide an assessment on how Paras’ bid is placed and the chances of a LOA getting issued.

With this development, here’s the status of each track-related contract for the Golden Line:

  • DT-07: UIC-60 turnouts and scissor cross-overs – awarded to Voestalpine VAE VKN India in August 2022 (see details)
  • DT-09: Track fastening – Awarded to Patil Rail Infrastructure (PRIPL) in January 2024 (see details)
  • DT-10R: Ballastless track work – Paras Railtech is lowest bidder (this post!)
  • DT-16: Ballastless/Ballasted track in Sarita Vihar Depot for augmentation of additional maintenance facilities – awarded to Pee Pee Mandal Projects (see details)

DMRC’s pace of awarding system contracts has been terribly slow for the Golden Line, and I see commercial operations on it starting no sooner than mid-2027 because of how construction work is also progressing.
