Paras Wins Mumbai Metro Line 6’s Track Work Contract MT-09R

January 29, 2024 Update: DMRC has issued LOA and awarded Paras Railtech a Rs. 80.49 crore contract for Mumbai Metro Line 6’s track work.

December 29, 2023 Original Post: Paras Railtech was today declared as the lowest bidder to supply and install balastless tracks on Mumbai Metro’s 15.18 km Line-6 (Pink Line) which will connect Swami Samarth Nagar (Lokhandwala) – Vikhroli via 13 elevated stations.

The city’s new Line-6, being executed by the Delhi Metro Rail Corporation (DMRC), is under construction by J Kumar Infraprojects (Packages BC-01R1 & BC-03) and MBZ – EIIL JV (Package BC-02R) since 2019.

This is a contract retender for the line’s track work. In the original round, the DMRC had invited tenders for Package MT-09 in August 2021 with an estimate of Rs. 38.04 crore and 450 day deadline. The bidding process was cancelled in September 2021 due to vague “administrative reasons” even before the bid submission deadline closed.

In the new round, DMRC re-invited bids in August 2023 with a Rs. 96.34 crore estimate and 2 year deadline. Technical bids were opened in September to reveal 4 bidders.

DMRC’s Brief Scope: Installation, Testing and Commissioning of Ballastless Track including Supply of Buffer Stop for Line-6 Mumbai Metro (S.S. Nagar to Vikhroli) (Ch. -822.508m to Ch. 14380.755m).

Paras’ bid of Rs. 80.48 crore was well below (16.46 %) DMRC’s estimate of Rs. 96.34 crore, so a contract should be awarded in the coming weeks without a long financial bid evaluation period.

This is Paras’ second win in Mumbai this year after they won Line-5A’s Package CA-166 earlier in the summer for track installation between between Kapurbawdi – Dhamankar Naka stations.

This is Mumbai Metro Line 6’s third track work related contract. The other ones are:

  • Package MT-08Awarded to Pandrol Rahee Technologies in May 2021 for Line-6’s track fastening system
  • Package CT-38Awarded to Jindal Steel and Power Ltd. (JSPL) in January 2021 for supplying 1500 MT of Class “A” 880 Grade Rails to Kanjurmarg Depot

Speaking of Kanjurmarg Depot, MMRDA the other day received 2 bids for its construction from Ahluwalia Contracts and Sam India Builtwell – see details.

Mumbai’s Line 6, like all other lines, is crawling along since civil construction contracts were awarded in 2019. A retender notice still pending for its 108 coach (18 train-set) rolling stock contract, so we’re at least a good 2 years away from seeing trial runs begin.

Line 6 work started in 2017 and work is prolonged very much. If they would have made it underground then JVLR would have maintained it’s charm.
